Since its establishment by the Treaty of Brussels of 1975, the ECA has carried out the audit of EU finances. As the EU’s external auditor, the ECA contributes to improving its financial management, promotes transparency and accountability, and acts as the independent guardian of the financial interests of the citizens of the Union.
Through its audits the ECA assesses whether the collection and spending of EU funds have been properly recorded and disclosed, legally and regularly executed, and managed so as to ensure economy, efficiency and effectiveness. We assist the European Parliament and Council in overseeing the implementation of the EU budget, particularly during the discharge procedure. Our reports and opinions add value to EU financial management. They play a constructive role in developments within the Union and serve to bring it closer to European citizens.
The European Court of Auditors is committed to being at the forefront of developments in public financial management and audit. As an institution, the ECA strives to be recognised for its independence, integrity, impartiality, efficiency and professionalism. As part of its commitment to continuous improvement, the ECA submits itself to independent peer review, conducted by international teams of auditors.
