ABOUT THE AUDIT
The ECA examined whether the Facility effectively supported the refugees in Turkey. The auditors focused on the management of the first tranche of financing (€3 billion) and on the results so far under its humanitarian strand. They visited a number of humanitarian projects in Turkey.
The report is expected to point to the helpful support provided in a challenging context, but warn of the need for improvements in order to deliver more value for money. The auditors are expected to make a number of recommendations to the European Commission, including on the efficiency of cash-assistance projects, operating environment for NGOs, and monitoring and reporting.
ABOUT THE TOPIC
Because of increased migratory flows, mainly due to the Syrian conflict, Turkey hosts the largest refugee population in the world: nearly 4 million people. This includes about 3.5 million Syrians, of whom about 94% are living outside refugee camps.
The Facility for Refugees in Turkey is the EU response to the European Council's call for significant additional funding to support refugees in Turkey. It supports humanitarian and non-humanitarian assistance, with total financing of €6 billion from the EU and the Member States.
The ECA’s special reports set out the results of its audits of EU policies and programmes or management topics related to specific budgetary areas. The ECA selects and designs these audit tasks to be of maximum impact by considering the risks to performance or compliance, the level of income or spending involved, forthcoming developments and political and public interest.
