On 14 January 2020, the European Commission published its proposal for an amendment of the common provisions regulation (CPR) for the next programme period 2021-2027. It deals with the introduction of the new Just Transition Fund (JTF), which will complement the proposed cohesion policy funds covered by the CPR, including the European Regional Development Fund, the European Social Fund Plus and the Cohesion Fund. As an integral part of the ‘Green Deal’, this JTF will receive some €7.5 billion of fresh EU money to help the EU become the first climate-neutral bloc in the world by 2050.

ECA’s Opinion No 2/2020 is available in 24 languages. It is limited to the Commission’s amended proposal. Considering the exceptional circumstances of the ongoing COVID-19 pandemic, the Commission’s proposals may change. Our present position should therefore only be considered in the light of the initial proposal and the request for opinion from both the European Parliament and the Council.
