The question of discrepancies between laboratory figures
and vehicle emissions on the road was brought into sharp
focus with the discovery of the manipulation of vehicle
emissions systems by the Volkswagen group, the so-called
“dieselgate” scandal, which came to light in September
2015.
This briefing paper sets out the actions taken, at the level
of the European Union and Member States, and describes
changes made to the system for measuring vehicle emissions
after September 2015. The paper does not seek to
assess whether the actions taken and proposed have solved
the problem.
